Symptom 
RSV-SRV-0003 The report specification contains an error at line '1'

Problem
Unable to save report in Cognos Connection even though the user has the proper permissions.

Cause
The Content Store database has ran out of disk space. 

Solution
Increase the storage space of the content store db.
