Symptom
PF-SRV-6116 Unable to process the document, target is invalid or the target was not received 

Problem
When using the ISAPI module instead of CGI and accessing the Cognos Administration page, the error appears on a Windows Server 2003 and IIS 6.0:

Cause
IIS 6.0 is not configured to cache ISAPI extensions properly

Solution
Ensure you are using IIS 6.0 and the exact error code above is thrown.  
Steps
1. Open IIS 6.0
2. Open the Default Web Site Properties
3. Go to the Home Directory tab
4. Click on the Configuration button
5. Ensure you are in the Mappings tab
6. Remove the "Cache ISAPI Extensions" checkbox and save the changes
